The rumor around Covington, Ohio is that a Strategic Planning Manager has been hired. The first things I would have to ask are:
Question: Has a Strategic Planning Manager been hired?
Question: Who hired this person?
Answer: Mayor, Lowell Yingst is the President of the Covington Area Improvement Corporation and he has not hired anyone for this position or any other CAIC job.
Question: Where did the money come from to hire this person?
Answer: The CAIC does not have funds for this.
Question: What is the Person going to do?
Answer: a. Ohio State University Recommendation: The establishment of a position to serve as contact for a local economic development program is critical to the support of local businesses. Business owners and managers need a central clearinghouse to provide direct assistance and links to other supporting networks. Public officials likewise need this support.

Answer: b. It is impossible to hire anyone for this position. No process or job description has been written. No one knows at this time who will do the hiring, where the money will come from or who the person will report to.

Normally a process like hiring someone would require publishing the job description, receiving and evaluating resume’s, negotiations with those that are authorized to negotiate and a formal offer letter, from those that are authorized to hire, would be sent to the person that would be most qualified for the position.
This false start has posed some interesting questions. If this rumor were true, what is wrong with it (assuming it was done by the rules)? Feedback on this question to the CAIC would be very helpful to have. The entire Strategic Planning process is being done by individuals, your neighbors that have dedicated time from their life, family and relaxation time to work toward a better life for those of us in Covington. If this process is failing, is faulty or has some flaws the CAIC would want to know in order to make adjustments and improvements in the process. This is also very true for the Job description for the Strategic Planning Manager.
It is exciting to hear how many people are staying involved with the Strategic Planning process. The next scheduled Covington Area Improvement Corporation meeting is September 16, 2008. (The third Tuesday of each month) The meeting will be held at the Newberry Center.
