Ok before I explian how stupid I was... I have only ever had old jon boats with a pull choke. I put new plugs in it and took it the dealer i bought it from. It started perfect for him. As I looked in amazment he said you have to push the ignition key in to choke it. I thought i was choking it but, all i was doin was increasing the idle. The fella told me i wasn't the first person to do this. Maybe story will help someone else from looking silly

Some of the hose clamps were loose too. So i will replace all of those later

they also won't start if a 6 year old pulls out your kill switch cord and hides it in his pocket.
