this condition occurs in many modern breeds that are inbred. The Arab is the most famous example. I forget what its called but the spin is its a return to an older form. I think it's dwarfism myself.
The Spanish mustang has not shown this trait I don't think. Some very tiny mustangs do appear..grand canyons...so that might apply.
The only thing I don't like are those with big feet and hairy legs.
