The buses happened to go with them and were not part of the plan. The only reason Ulster buses were burned is that they were parked behind the offices.

Not completely true, the buses that caught fire were not parked behind the offices, but in two batches away from the offices, meaning two separate fires would have had to have been started.

While there were buses parked right behind the offices, these were untouched by the office fire as, while the offices were gutted by heat & fire internally, the offices did not burn down and remained intact (and unnaffected the buses behind), so the report that the initial explosion and resulting fireball comsumed the oxygen and suffocating the ofice fire seems credible and also means three separate fires would have had to been started.
