HI Scott.
My Tangerine 18 (TErTL) was taking on some water from the lower rudder mount. For some reason the factory put the mount right at the water line. When a few people are on board, or in rough seas, the mount is under water. Who knows how old the silicon sealant is on yours? You may not have any sealant, like mine before I fixed it.
I didn't realize mine was leaking until my rudder struck the bottom when a big ship made a wake and caused my boat to pitch up and strike the rudder on the bottom. It pulled the lower mount off the stern.
I filled the old screw holes in, then moved the rudder mount up about 4" higher. The stern is reinforced from the water line up to about 6" or so above the water line. Check it out from inside the boat.
Remove your mount screws, put some quality silicone sealant around the holes and on the mount, then screw it back onto the stern. Wipe off excess silicone. See if this is your cure.
There is another way to check for a keel leak, but try the rudder mount first, because if your lower rudder mount doesn't leak now, it will sooner or later.
